PDF tool Python

i need two tools written in python that do the following:
- Add multiple PDF into 1 pdf. (best by drag and drop or multi-select)
- Overlay two pdf.
currently, i use the tools here:

I can do this project. I have worked with programmatic manipulation of PDFs in the past. I even have a tool for converting a PDF into a GIF/video.
