Portfolio selection with Machine Learning

Need python program with data visualization using dash-plotly for "Fuzzy portfolio selection with non-financial goals".
The project will be having 4 milestones:
1. Dataset Identification/Creation/finalization and moving the dataset to my GSuite account. The dataset should be sufficiently sized and pertain to Banking sector. It should have important dimensionality such as Period, Product, Entity, Line of Business etc. It should not be unauthorized. (20% of total amount)
2. Submission of modular and parameterized python program for "Fuzzy Portfolio Selection with Non-Financial goals" for the bank. (20% of total amount)
3. Submission of dashboard for depicting the optimized portfolio selection against the dimensions and parameters selected by the user. The dashboard should depict results in the form of graphs/ charts etc. It should be interactive...based on user scrolling or hover, it should reflect the updated values. It should be written with python and dash-plotly. (40% of total amount)
4. Clarify any doubts in the code. Provide notes/ short documentation of the work done. (20% of total amount)
