Hi, To make such a service you need 2 things: a small JavaScript on the site and a service that will track that the client is online at your website and send him notifications from the database. This can be done with JavaScript in Python. it will work on all mentioned browsers (with more or less latest version). If database is simple like user - message then project is quite easy.
