Support Windows in python astronomy package install -- 2

The "healpy" python package (wrapping c code) that is used in astronomy, and currently does not support Windows. This project is to make it support Windows, e.g. installing via conda. You can see some discussion about this here:

Your changes should be well tested, pass all the unit tests, and be directly mergeable into the latest trunk and become live on conda forge. Note that it might not be entirely trivial. You will need to understand how conda forge works, and set up the required recipes etc for it to auto-build and become live (non-Windows versions area already on conda-forge), as well as being familiar with Window build tools. You only need to support 64 bit.
