Traffic Management System developed on OpenCV & Python

I need a Traffic Management System developed with OpenCV and Python , where the system would use a video (webcam) to capture a moving car's plate number, and then read the plate and record the vehicle plate number in a database. It would then be able to keep track of the number of vehicles in the region and also cross-check the database with a list of stolen vehicles (fed by the user to the system) to alert the system of any auto theft. This application does not need to be complex or comprehensive, just to be able to do the process stated above.
