Service requests and proposals - with Paypal IPN

I'm looking for the following programming with basic pages: 1. Person registers - name, address, e-mail etc. with username and password 2. Person then logs in with username and pass and inputs a job request, giving details i.e. problem type, problem description, how long they have for completion, how much they are willing to pay 3. You (admin) can then log in to an online admin section, where you can search all requests - by name, date, issue etc. 4. Admin then inputs details of a quote for a specific job - price, description etc. 5. the customer would then be able to see this quote and have an 'accept this offer' button on their pages, which would take them to paypal to pay, which will then update the database to show the customer had paid (Paypal IPN) Please let me know if you would be willing to take on this job - price, completion date etc. Serious, reasonable bids only please. Most of this can be done in-house and so will only be outsourced if offers are reasonable.
