Instagram Marketing Assistant

I need some help with Instagram marketing. We will be launching an online course in February and our target market are those coming from Vancouver, Seattle, and nearby cities. Our Instagram account however currently has Australian followers. We want to make a shift on the target audience at least for the time being that we are trying to attract potential buyers of our online course in February.
Our client has lots of content via blogs on her website and video via Youtube that you can share.
We would like someone that can help grow our Instagram with organic followers on those mentioned target places.
We don't like buying followers, we need to increase the followers organically and with authentic potential leads for our upcoming online course.
In your cover letter or proposal, indicate the steps you would take to achieve this goal. How many hours you can allot each day as we need you to do engagement 3x a day. We would only accept fixed priced proposals not hourly and you need to commit to being able to do the engagement tasks 3x a day for an hour or two each day. Also, indicate your estimated results of the Instagram marketing strategy you are thinking i.e. how many increase in reach, in impression, followers, etc.
You will work closely with us and you won't be client-facing. All instructions and task updates will have to be communicated to us and not the client.
Are you also drive engagement without having to have access to the client's Instagram account?
Only candidates who will answer these questions in their proposal will be shortlisted. This project starts on Monday, December 7th.
