Social media - For my book

I have my own strategy manager, simply looking for someone to do posts and maximize my reach through the right posts, hastags, eye balls etc. I will work on raw content and then simply will polish and post and keep me accountable.
I've written a book, which is the anchor for my marketing strategy. I am looking for someone conversant with social posting, latest trends etc. who can help me implement my social marketing strategy. Ideally a meeting once a week. I am working with a coach on strategy, so this will be a little content and mostly execution of posts and keeping me accountable.
I'm looking at 5 months. Over the course of this time my budget is Rs 13000-15000. This can be paid in installments / monthly basis.
I'd love to work with a young woman / man - pretty conversant with me and savvy to help market to my audience which is corporate women in their 30s and 40s who are discerning
From the freelancer, I expect :
1. A young person conversant with social platforms who can totally take charge of my posts and ensure they get the best traffic for the demographic I want
2. They would meet with me once a week or a fortnight, go over the strategy, discuss content and calendar
3. I would generate the raw content and they would put together the posts, relevant hashtags etc. and send it to me for approval. Then they would post it
