Build Script to Install ImageMagick with MinGW (on Windows)

I would like a simple script, ideally written in Python (but I'm open to other options), that can completely configure ImageMagick to be compiled with all of the delegate libraries (i.e. JPEG, PNG, etc...) as well. Currently, ImageMagick only provides binary releases on Windows that are compiled with Microsoft's MSVC. Because these are incompatible with MinGW, I need someone to create a simple way to compile ImageMagick on Windows with MinGW and MSYS, with all the bells and whistles (i.e. additional formats and dependency libraries).

Here is the basic work-flow I am imagining...

1) User installs MinGW and MSYS

2) User downloads this new script (let's call it [url removed, login to view])

3) User drops this script in their home folder on MSYS, and executes it

4) That scripts downloads the ImageMagick source, downloads the delegate libraries, runs the "./configure" script for ImageMagick with the correct arguments, runs "make", and then runs "make install"

So, basically, all that is required to compile ImageMagick for Windows with MinGW is this script, MinGW, and MSYS... and all the hard parts (downloading, getting delegate libraries, configuring arguments, etc...) are done for the user, and out pops the .DLLs. =)
