Need a AI programer who can help turn 2d images in 3d persons

I'm looking for a programmer who understand AI and the ways to turn a 2d person in a 3d character realistic. The goal is to pass [login to view URL] verification process. So it need to be an app for mobile that can pass and create from 2d photo an character in 3 D to can pass verification process.
