First of all, I know: I'm the one that shows less experience among all the others bidders - still, even though I'm new on Freelancer, I believe that you'll find my experience is worth both your money and your time. Since I've already worked with Telegram bots and Telegram API, I'd advise against Javascript and Node.js. Python would be a better choice: great documentation, great Telegram Bot API wrapper and, overall, more reliable code. Python helped me deliver really stable Telegram bots in the past year.
