OpenSSH/sftpd lock users in home directory

Hello, I have a simple problem I don't have time to resolve myself.

I have a server set up thats primary function will be used to back up and store multiple remote users files. They will need to be able to access these files with WinSCP or any equivalent SSH/SFTP Client.

I am also open to suggestion on a system that uses ssl/sftp.

Mainly the objectives are to be able to easily add users and lock them in their home directory.

Be able to set disk quotas easily for each user as well.

Be able to still SSH in as the admin.

The Installation is Ubuntu Server edition with LAMP installed, openssh is installed. Heres what I need.

I need someone to:

-Define the best location/directory to house multiple remote users home directories.

-Set it up so that all new users other than admins will be locked in their home directory ( I do have one admin user that will need FULL access...just one)

-configure and secure the openssh installation so that openssh/sftp can be accessed via a ssh/sftp remote client.

-setup the firewall and secure for the fallowing services: http, https, ssh , sftp, webmin

Question:

Should root have access via ssh/sftp? you tell me this please.

Secondary Objective if its not to much trouble would be able to save this configuration and install to another server via a script or something, basically I would like to be able to do this on one other server in the future myself if possible to explain, or do.

I will colaberate with you via yahoo messenger for this project in real time, so you MUST have the ability to chat on yahoo, and you MUST be able to speak and understand English very well.

This is an easy project for the experienced Linux admin. I just don't have time to figure it out and I know there are plenty of you that this is a breeze for :-)

It would be best if I could get this done right away.

Payment in full when project is complete and we have been able to verify all objectives are completed successfully. Just read our feedback, we are serious player.
