You need to sign over full rights to said files/projects & Textures you produce with no restrictions whatsoever on any of the deliverables, the rights you sign over are signed over on an irrevocable, perpetual, royalty free basis, including the resale rights and distribution rights for said deliverables on a world wide basis.
You are at the same time granted the rights to use your creation as you see fit without any restriction as long as your use does not interfere with the above conditions.
You must be in a position to sign over said rights - i.e. do not use textures / assets created by others.
Notice there will be no up front payment. There will be no milestones.
Payment will only fall after approval - Files uploaded for approval do not indicate the work is accepted.
There might be further work in connection with said work if our cooperation works out well.
Complete Unity3D files (not just an executable) neecds to be uploaded.
Example of how project could commence - I suggest an iterative approach something like this (see proper test criteria at given page):
First plain test without topology
Dividing each task into minute bites like select troops - select action walk - see result
Select troops - Select waypoints - Set waypoints - Select waypoints button again - see result
Put enemy on playing field
Set enemy target - set 1 group of enemy in motion towards target, repeat for rest of enemies
Battle - activate enemy attack when in proximity of troops / of target
Secondly repeat above with topology (i.e. thing blocking or slowing down) may be done with simple geometric building blocks)...
