Creating a new web site for my associate from India whom now lives in Chicago.
This is a "community" web site for many families from India, living in Chicago.
The site is to provide a way for them to communicate with each other, ie, to post calendar events, post photos, messages and so forth. To be more specific what I need is a simple site with an India Samaj theme, but that has ONE administrator that posts information and updates content. I think this would most easily be done with database driven site, but if it must be plain HTML then that is fine, too, as long as we can properly present information. I can run on Linux or Windows hosting with GoDaddy.
There is no budget for this work. I am assisting my friend whom has no computer skills and no way to get his India community together and right now has no job.
I am volunteering my time and looking for a cheap way to get him what he needs for the families that are here.
I am not sure we can afford to do a site for everyone to have a login or if there should be just one person making posts to site, but prefer to have everyone with their own account.
Please provide suggestions on how to do this cheaply and also provide samples of your previous work.
If you have done similar site and can just modify design and how it looks that would be best for us both.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Clarification on Bid: I want to clarify an important detail on this bid request. The bid request says that this will include a database feature with accounts that will allow site user to create account, login and post content via a database. That is not accurate. What I need is a simple site with an India Samaj theme, but that has ONE administrator that posts information and updates content.
