Convert RTSP stream to WebRTC using GStreamer and NVDECODER and NVENCODER

We are seeking a video developer to help us convert one or more RTSP stream input streams and get out one or more WebRTC streams using the Gstreamer framework with GPU Hardware acceleration.
To avoid any possible confusion, the input can be one or multiple input streams and the output can be one or multiple WebRTC clients.
The first milestone will be for you to help us develop a Proof of Concept (POC) using Gstreamer running on Nvidia hardware with nvencode and nvdecode "enabled"
Once the POC is completed, then it opens up the opportunity to collaborate on future projects.
