Camera, video analytic detection of offshore oil spills

Please read in full before responding. Ask any questions so there is no confusion or misunderstandings. Need you to help us find, program & configure an Ethernet enabled Camera with PTZ to reliably detect oil spills on ocean water, 24-hour operation.

Consider any & all sun inclinations & weather conditions.

Camera may be HD thermal or whatever and shall mark/show the detected spill area overlaid on camera view. Use ONVIF if possible, for your software & interface

with our MS Visual Studio app. to provide pertinent info about its finds. Create a test environment to help test the system.

We shall try to get the camera, if needed & make it accessible to you. Ideally the camera price should be less than US$4000, else advise.

If any non-MS dll or compiled apps (whose source will not be made available to us) need to be used, you must get our approval before using them. Our budget is flexible.

All the developed source code will be owned by us & also you will sign a NDA. Provide an estimated delivery schedule & development code will need to be reviewed by us weekly.
