VB.NET 2010 create app that blocks launch or internet connection of installed software

**What is the goal?** ---------------------------- 1. list function: app lists all software installed on the system with LOGO and .EXE path 2. filter function: the software list can be filtered by keywords (see attached VB.NET files) 3. lock function: user can click to block launch of .exe 4. block function: user can click to deny .exe software internet access 5. selection of software is saved in app path and reloaded next time 6. Do not use Windows Firewall or IIS, no additional software should be required **What tasks have to be done?** ---------------------------- 1. qualification question: message me and briefly explain briefly how you accomplish block and lock function. 2. programme a demo USING THE GUI I ATTACHED and deliver source and compiled .exe [Download GUI files][1] **How to earn the project?** ---------------------------- I do not read CVs, I am interested in if you have the knowledge to solve this task!
