We have an Admin and three sections (Library, Training, IT) Each of these sections have Employees and an Employer, include the Admin.
Using Visual Basic (2010) with SQL server database
First we start with a Login form.
Username with a must 10 characters
in the Account Table it has AccountType to check which section does he belong to or if he's Admin or Admin's employee and send him to the next form (main form)
Second form (main form) would be for Admin/Employer of a section.
Same form or different form. up to you!
We have four buttons.
First button: Add Employee. Add an employee for whoever section added him. Either Admin or one of the three sections. giving him a username and password a long with common info as its shown in Employee table.

Second button: Send letter. but only with a word document. Employer/Admin get to choose which section Employer(manager) to send it to (of course!) From an Employer section to another Employer section or to the Admin. and send a notification of a new letter arrived to the receiver and a msgbox of its completion to the sender.
a textbox to type the title, the date it was sent and a ComboBox that has LetterStatus "unread", "read", "in progress", "Done" (the user would select, not auto) and save all those info in the Letter table.
Third Button: History. Check all the documents that have been sent by the user and its date and its status in a table. Except for Admin, can check all documents of all the sections including his.
Fourth Button: Inbox. Check all the documents that have been received in a table.
with the info like date, title, and letterstatus.
Now to log in as an employee of any section or Admin's employee.
Has two buttons.
First Button: Send letter. From an employee to one or more than a section (only to the section Employer, the manager)
BUT ! if an employee wants to send a letter to the Admin. Has to get thru his own employer(manager). the employer receives the letter and its up to him to send it to the admin or to another section employer(manager)
Second button: History. Check all the documents that has been sent by this employee.
