Keeping the hero, calls-to-action and contact snippet above the fold is the key layout constraint. I’d reorganise only the home page across desktop, tablet and mobile, preserving content, links, SEO tags and assets. I prefer the existing framework or theme, using HTML/CSS/JavaScript instead of adding a builder. First working layout in 2 days, with cross-browser fixes and Core Web Vitals checked before milestone release. What framework, theme or builder is the live site using now?

Hi, A dated, cluttered home page is nearly always a stack of full-width blocks with no shared grid, so nothing has visual priority and the mobile view pushes the CTA and contact snippet below the fold. I wouldn't add a framework, theme or builder at all: I'd restructure your existing markup with CSS grid/flex and a couple of media queries, keep every link, meta tag and script untouched, and set explicit width/height on any image that moves so Core Web Vitals (especially CLS) don't slip. Then I'd check it in Chrome, Firefox, Safari and Edge at phone, tablet and desktop widths and fix any overflow. Is the current page hand-coded HTML/CSS, or is it rendered by a theme or page builder I'd need to work inside?
