Custom HTML/CSS Website Build

I’m ready to have a brand-new website coded from scratch and I want it written entirely in clean, well-commented HTML and CSS―no WordPress, no Shopify themes, just a lightweight custom build. Because the site’s structure and purpose are still flexible, I need a developer who can start with a basic multi-page layout and then collaborate with me to shape the final content hierarchy, add any JavaScript enhancements we decide on, and keep everything responsive across modern browsers.
