We have $300 to spend. We are after someone to do some inbound oneway non reciprocal linkwork for us. we are happy to consider tactics or methods suggested, provided the method is legal, no "black hat", no spam.

maximum time allowed for completion of this projet is 10 weeks
natural growth of links over 5 to 6 week period is required
links must be relevant to our site theme
No linkfarms or link exchange, no forums ,web directories or blogs, no FFA's, no porn sites, no gambling, pharmacy or violent themed sites, no hate based or discriminatory sites, no classifieds, dynamic links or guest books, no illegal sites, no social book marking no spam sites, no political or religious extremest sites, no sponsored links or advertisers links or adds that may indicate to Google that the link is a "paid for" link.
all links must be indexable by googlebots, no rel= "nofollow",[login to view URL] blocking, java scripts, framed pages etc.
links must be permanent and introduced in a staggered way so as to avoid penalties. dont place links all at one time. no more than 20 outbound links per page.
no sites banned or blacklisted by Google.
no use of automated software such as Zeus, arelis etc, must be manually submitted
links must be static links only, no session ID's, no string parameters etc, no redirects no javascript links, hidden links, no links from sites that seem to have been penalised by google in some manner.
ideal Google PR 3+ but consideration will be given to a small % of good quality PR2
all links and sites are to be in the english language and be topically relevant to our site
all links must be visible and readable, links must be in text No graphics.
one link per domain/IP and not same "C" blocks
link page must be current active sites with recent google and Yahoo caches minimum 30 day active cache
we reserve the right to reject links that do not meet our terms
we must review proposed sitelinks first, when satisfied payment will be made via PayPal or GAF escrow
