I need a fixed width design making up and converted to HTML based on a design like [url removed, login to view]

Left side of the screen will be used for an iframe, designed to fit optimally 1024 x 768 screens but background tilable to allow widescreen monitors to keep background with design centred.

Very fast turnaround needed and immediate start.

$40 maximum budget as the project is so simple - design must not have any copyright issues.
