UK based town requires new discount site

A new project in the uk requires a website to be built that is to provide the inhabitants of a certain town in the UK a guide to the best deals around. The website must be very clean, vibrant & keep the visitor hooked. The town itself is well known for certain things and we will use them to connect with the target market. (Full details will be disclosed to the contract winner) The site requires an online shop as such and this will need to be controlled by an easy to use CMS. (Full details and requirements will be disclosed with contract winner) The function of the website will require the ability to be able to take a payment, take a percentage of the payment to one user and forward the rest to another. I would prefer this to go through paypal but would be open to suggestions. The site would like to be registered to facebook & twitter so that new deals posted are automatically posted to social network websites. SEO, search engine friendly pages, error & bug free pages expected as normal. The contract winner will be required to sign a non disclosure agreement, will be a highly motivated site design, will have excellent graphic design skills & will have excellent communication skills. It is required the project be delivered within the agreed timescales (To be discussed) If you cannot keep to timescales & original agreed costs in your previous work then please do not bid on this project.
