Simple Web Design Work Needed

I need a website designed that looks, and fuctions just like www.newdogkit.com. Instead of using the graphics you see on their website please create for me a blank graphic for a placeholder. I will just be using this template to build many other websites from, so the code should be clean HTML and CSS so it can be edited using Microsoft Expressions Web or Dreamweaver. When designing it please make it easy to change the color scheme of the website, and where their content is just put placeholder content. I will be putting in the final content. This website should not be hard for anyone who is knowledgeable and skilled in HTML. I need this project completed within 2 business days from the start of the work. My budget max is $50.
