Tel-Terith Website Template Needed

Hi,
I am looking for a single person, to create just the frame of a website for me, for a fixed price. By frame, I mean just the HTML, CSS, and Images are required, all the dynamic coding will be done myself, I just suck at the design :)
Tel-Terith is an Ultima Online Server, with heavy roleplay that employs its own RPG system, simmilar to say, D&D, or Vampire (If you've ever heard of them). It is set in a medieval/fantasy age, so that sort of theme is appropriate. I prefer darker colours over lighter ones, however, if images are used to make it look really nice (Eg, See Sanctuary's Site below) I can be persuaded. The Site frame has to be capable of supporting pages with some large amounts of information.
I would like images used to make it look nice, however not a very large use of images, Unless of course you can make it look really nice to fit the theme. A Medieval/Old Gothic style would be preferable.

Along with this, I would like a related logo, which includes the name of the Game (Tel-Terith).
Lastly, this needs to be done fairly quickly, as Tel-Terith itself is a university project, the website will be used to display content, and to integrate all the lovely Administration functionality I create. I'd hope for this to be done, in say, 3-4 weeks maximum, being thats its only a Logo, and Website Frame (With Images), No content, coding, etc.
I would like to see samples of your works as I dont want to get sucked into someone who doesnt know what theyre doing, or someone who cant do a good job of it.
