5 page static website

I can do this myself basically in an HTML editor, it's not difficult....(So please don't try charge me ridiculous $ amounts.)
The reason I'm posting it as a job is to get a well-designed Web 2.0 look&feel.I also want to test a provider to be able to possibly outsource more work to them in future.
o HTML mainly.
o Design should fresh/elegant/chic/Web2
o Template and CSS-driven for easy changes by us…
1. LOGO Modify a proforma logo for our colours & company name.
2. BANNER: Simple quality banner (incorporating logo)
3. 2 Basic Page Templates:

4. Modify basic templates for a home page, contact page, splash page, legal page etc.
Create HTML template for a newsletter.
Same look& feel & banner/logo as site template...
(This template will be used with an autoresponder.)
CONDITIONS TO NOTE:

[url removed, login to view] must provide demo & referenced works/sites.I won't consider providers with no reference sites/[url removed, login to view] not send me to site URL's which are not active (!)
[url removed, login to view] need to be experienced and knowledgeable in HTML coding & good Web 2 look & feel design. Only bid if you work professionally & finish things properly & on time.
[url removed, login to view] will need to be completed within a reasonable amount of time and delivered free of bugs and in full working order. Payment will only be released when project has been delivered in full & is working properly on our server.
P.S. This is a small tester project. I want to create 3 or 4 more of bigger sites in future (Plus 2 blog templates) + a membership site.. Would like to form a longer term relationship with a Web designer who is good, cost-effective, professional & can deliver on time. No excuses. I also have clients who want me to do sites for them - and I want a good web design co. I can outsource that to..
