Design a Website Mockup - Repost - open to bidding

My company is in need of IT specialist who can design a web site. This is to be a marketing web site The site will be dealing in bulk mails and campaigns, Load in 20,000 mails at a time per sending, Must be free from/not be used by spammers or hackers, Must have the administration page with CEO’s page which will have the finance page…CEO can see or have rights to open up/ create a page without paying, CEO must be able to see other pages like manager’s page, and customer care’s page. Must be 100% sending/delivering to inbox, People who join must pay first to be taken to the real page. For someone who wants to be a member and subscribe for a bulk package will have to pay 99$$ every month, whoever wants to subscribe for a package of campaigns will have to pay 99$$ a month. A member will can be able to design any look of their campaign before they send. There has to be a test page when someone is new on the site they can send only 5 emails as a test only. Server must be configured well. Must have a compatible layout in that the site can be vied/visible on all sizes of computer screens and on phones. Has to be very light/load easily. To be in green, white, and yellow (we can talk about the colors with you) To be white listed by Google, yahoo, oal, etc. Must have a good application billing system. Must have a trial account (when someone joins can use a trial account and send ONLY 5 emails then the system cuts him off…trial must be used once by that person) Domain name (bulkstar/ builkmailone…..we can about the good name) Stp server Servers (3) each one from a different provider, in that when one provider’s services are off or bad then another stand by server gets to be in use. Good mail application with an attachment baton. what best payment gateway do you think we can use for this project? In case of any good idea for this project please let me know.
