Build a e-commerce website

What i would like to produce is a website to be a platfrom for all cyclists from Australia. I want individuals as well as shops to be able to have one stop shop for all their needs. This is where they meet, sell, buy or advertise.
Simple search option on the main page for search by brand, model, post code, and the list comes. Option of create account, buy or sell.
The site will contain a lot of products for sale that needs to be added by users
I also need to know how hard is this to be produced, how long will it take and the price so I can work on my budgets.
Since I have basic knowledge of how to do it but know what I need, I would like to be able to get get straight answers. It is hard for me to go thru and explain to each developer and look at the examples.
