Create a Web application for our text marketing company

We have a small startup marketing company in the text messaging space and need someone to build a web GUI to allow our customers to perform various functions. The major pieces are: Secure Login/PW Management (registration would be nice but might be phase II) View Scheduled/Sent Messages Send a Message — choose who it goes to, a way to enter the message, and then schedule it Run a Campaign — similar to sending a message, but automates the selection of the who Manage Facilities (if they have more than one location) and contact lists for each facility (with the ability to import the contact lists) We have a design document that explains things in more depth. While it has pictures of the proposed design in order to communicate what is desired, we expect the implementation will be different, especially after discussion. If you are a serious bidder, I will send you the GUI design doc upon request and be available to discuss questions and give some insight into where we think it needs to be changed. I'm open to the technology used. I’m currently thinking React or Angular with redux/node, but I definitely want to hear your opinions on this. Part of this proposal should include a discussion about what your proposed technologies are and why they should be used. I’d also like to know what GUI component(s) you think will be best and why. This may be affected by the chosen technology, but we need a good table object. We definitely want sorting, filtering, etc., as well as a nice and easy date/time picker. I will have to build the pieces to give you access to the data you’ll need and in some cases creating the database parts, so we will be working closely together on this. I have a background in architecting and creating enterprise software so don’t be too concerned; please see my linked in profile if interested. The successful bidder will have a good understanding of what’s being asked for, how to accomplish it, how long it will take, and the potential risks. This needs to be done by someone who is going to do a terrific job in a way that is both accurate and extensible. While the cost is important, a good and fast implementation is just as important. i.e., the lowest cost will be considered, but won’t necessarily win. My guesstimate is that for someone who is fast, the project may take as little as 1 week and for the more deliberate as much as 3 weeks. But this is only a guess. Of note: This is just phase 1, really just the minimum for our launch. If you do a great job, you will have the opportunity to work on the next few phases.
