Ok, last repost... People always overbid... Calm down...
HTML & CSS work. One page.
The design is the following :

(Not included : a simple testimonial box, that I'll provide later.)
With this design, is it possible to make an HTML page that is responsive (and compatible with the main browsers and OSs) ?
- If YES, the work is coding the page.
- If NO, the work is telling me what needs to be modified (I'll do the job myself), then coding the page.
I expect a cheap price, as it's a very easy and quick work. VERY EASY and QUICK.
I did the work myself and it took me LESS THAN ONE HOUR. The design is not responsive, though. So if you know your stuff, it's a one-hour project. If you need more time, then you don't know your job, thus don't bid. Easy.
