Simple transfer file to bluetooth device app

We require a very simple app which will be located in the task tray (near the clock in Windows), this app will wait for a custom protocol (sendfile:) to be called. When a user clicks on a link on a website such as sendfile://<url to file> (similar to iTunes for example) the desktop s/w will open a popup near the clock asking the user to search for bluetooth devices. Once the devices have been found, the user can then select the desired device and the file will be downloaded and transferred to the bluetooth device. The app will also have a context menu on the app logo to launch settings. There are two settings to be captured. It is desirable that the coder has previous bluetooth/OBEX programming experience.
