Wordpress Photo Capture System!

Basically i need someone that can work with wordpress. I have a networking sub domain creator that creates sub directories when I add a new user. The system works so that when this happens you have a new dashboard for each user. I need someone to code on import of a file based on the dashboard / new user dashboard will GET / Capture any url and put it into that sub directory/new user sub directory file folder. Basically, the file formats to upload will be .txt, .csv etc.... It needs to read the file for urls on import under the dashboard/new user panel. files that need to be captured are .jpgs, .gif basically image file format urls. Example: [login to view URL] Stuff like this. Under that dashboard for that sub directory - wil get all these file and dump them into a fdownload folder under that users sub directory create. Note: the sub domain system has already been create and I will teach the developer how I did it so that they will be able to create this file reader basically on import of the file.
