cusom header for wordpress

I need a new header design on this theme [login to view URL] It needs to be responsive and I also need to be able to update the theme. More details: I need a new header implemented after the structure in the picture attached. If you open the picture you will see the header design. In the center, where now is written PLOT GRAPHIC & DESIGN it needs to be a banner zone. The central circle under this banner is the logo area. The side circles must have a simple hoover animation and a sound similar to the sound from this website [login to view URL] . There must be an on/off small button for the sound, somewhere in the header. In the left circle it needs to be like a sliding products gallery. So it will have a transition for a few selected products. In the right circle it needs to be a picture in the interior of the circle, with the option to write in the middle and a link to a certain page. The smaller pink circle should be a button. In the menu there will be only 4 menu items, displayed like in the pictrue, 2 on the left of the logo and 2 on the right. Under the menu, centered, should be the social icons similar to the this [login to view URL] It needs to be responsive. The sticky header will be deactivated. The colours used should be this blue #2c2f83, the main colour, pink #ed2290 for standing out, and white background. I also need to be able to update the theme.
