Integrate paypal and powerepay in one signup area

We will need to create a username and password specifically for this area. The end user will agree to a user agreement using thier password (or oprintout and mail in)and then view an invoice we created for thier username. Then go on to payment options. They get two options to pay, either paypal or power epay. we need to be able to sign the people up for the payment areas as well if they are not already. Using epay will get an extra discount off of regular price, and we need to be able to add discounts into the system. We need to keep the system active for payment updates and renewals. Also, information should not be entered twice; information used by both systems and our requirements will be in general area then another area will be sued for the specific payment option.
