MMS Send to OpenMarket

Hello, I need a project that will send a MMS message to OpenMarket and meet their criteria. The message will be triggered by an entry into a mysql database and the message must contain elements stored within the db. Meaning, all of the element items will be stored in the mysql db and the program should pull the information, compose the message, format the message properly and send to OpenMarket. Important, the program must gather the response and act accordingly to either complete sending the message for certain responses or mark the error as such in the DB. Additional polling if resends are available, should be included. Please read through the MMS Integration Guide. The project must work with XML HTTP and SOAP requirements as laid out in the documentation. Special attention must be made to Verizon's special requirements as well and the program should account for the varying carrier requirements. I need this project in very short time frame and am willing to accept in two stages: First stage - a simple static MMS message that will send upon trigger. Second stage - a dynamic MMS creation that will send upon trigger. Thanks and good luck in your bidding.
