This October 2011 story looks at how an Idaho Supreme Court case has prevented enterprising citizens from obtaining a liquor license in Twin Falls, Idaho. Because of the population-based quota system, some have waited for nearly a decade to obtain a liquor license. The ability of license holders to sell or lease the right to serve by-the-drink liquor has made the licenses a hot commodity. This is a two-page PDF.
