Adobe photoshop and illustrator combined together are good softwares to create a design for a t-shirt. It is always fun to create solid lines and then finalize it with light or dark themed colors. Transforming an illustration from photoshop then extracting it into illustrator to make it a vector is one of the good methods since vector images doesn't blur when resized bigger or smaller.
