## BIO **Hutchison 3G** Austria (July 2002 – ) Billing Engineer * Usim and Numbermanagement. With this system, sim cards can be ordered at the sim manufacturer, sim cards can be pre-provisioned in the network and msisdn’s can be reserved and allocated. Marcel did  the design and development of the system. The system was developed in PL/SQL and Perl. * Content Mediation. Marcel created a workaround solution in order to bill for content that was downloaded by mobile handsets. In this case the billable events were in apache log files. The events were converted to the billing system`s (SingleView) format by means of Perl scripts and Oracle stored procedures. *  AAA provisioning. The AAA-server is a network element that was planned, but was not bought eventually. Instead Marcel created a workaround solution, consisting of a webservice (perl, soap) that talks to the provisioning software (Tertio) and a backend system (oracle database with tables, stored procedures and an LDAP server). Marcel did the design and the programming. * Dealer Commissioning. Every dealer who sells a “3” subscription gets a commission. The commissioning system that was used was eINcent. For this project marcel was mainly responsible for the event uploading (ETL) into this system. The event extraction was done with an ETL tool called Datastage. Marcel was also responsible for setting up production and test environments and for configuration of new commissioning rules. **Telefonica / Deloitte Consulting**(February 2001 – April 2002) Arbor (Billing) consultant European Telecom  is a daughter company of Telefonica and a telecommunications company in Austria. In the Billing department Marcel was responsible for billing operations (mediation, billing and post-billing) and billing development. The operations part consisted of running the various Billing Engine processes and fixing errors. This all took place in a unix (sun, HP) and oracle environment . The development work consisted mainly of Arbor table configuration (new products, rates, discount plans, jurisdictions, usage etc.), developing and testing c++ programs that augment the Billing System’s functionality, developing tcl scripts for mediation, maintaining Oracle stored procedures and triggers. One of the products that Marcel implemented was 0800 numbers (toll free numbers). One of the bigger projects that Marcel did was the development and testing of software that reformats the output of BED files (files containing descriptions of invoices, that are to be sent to the printing company). This software was written in C. Another program that Marcel developed was a corridor plan (user specific rate plan) generator. This program was developed as a collection of Oracle (PL/SQL) stored procedures. **Telfort**(February 1999 – February 2001) Arbor (Billing) consultant Telfort is a BT daughter and telecommunications company in the Netherlands. In the Billing department Marcel did a number of application developments and projects: ·         TAP3 configuration This new filestructure for mobile roaming usage made necessary, the creation of a dedicated Arbor 8.5 instance. Marcel did the Billing configuration for this instance (Inbound roaming). ·      Testing For pre- and post regression testing Marcel developed scripts (sybase stored procedures) for generating large amounts of accounts, subscriptions, and for attaching packages to these accounts. ·      Pre-Migration project In this project Marcel's task consisted of developing data cleansing ARBOR Admin tables (Product and Services, RATE & DISCOUNTS), identifying redundant entities. This all was part of pre-migration from Arbor 7.1 to 8.5. ·      Premium Number Out-payments:  This is a 10 week project development to make it possible to do out-payments in Arbor by re-rating specifics CDRs. The project consists of designing a Database, developing an application (stored procedures) and linking to a reporting application. Marcel's tasks consist of functional designing, some technical programming and overall team leading. ·      The development of (FRO) Free Roll-Over minutes script that was used in a 7.1 environment was adapted to run in an Arbor 8.5 environment. ·      Configuration maintenance: Implementing price changes, adding new discount plans, configuring usage points, TIP configuration, adding roaming partners, VAT changes. ·      Pre-BIP The goal of this project was the calculation of additional charges that could not be done by the Arbor Billing system. The work consisted of developing stored procedures (Sybase) and shell scripts, which could be run before the Arbor bill run. ·      Arbor Rate Management In this project a graphical user interface was developed that served as an interface between people from marketing and the rates as they existed in the Arbor/BP. With this system non-technical people could update prices in a user-friendly application. ·      Reseller Commissioning As an add-on to the Billing System, a system was developed with which Telfort's resellers were rewarded. These resellers were rewarded on the basis of end-user usage. The application consisted of user interface and Sybase stored procedures. Marcel was responsible for application development and overall team leading. ·      Process modeling In this project Marcel's task consisted of design of main processes, adapting and communicating these processes to the people involved, refining and documenting of these processes and putting everything in MS Project. The project took 2 months. **Lost Boys Interactive**(January 1998 – January 1999) Lost Boys is a multi-media company in the center of Amsterdam. For this company Marcel did a number of projects. All projects involved technical design, (visual) C++ programming and testing. Version control was done using CVS: ·      Star-Child The aim of this project was to create a virtual world, a game, in which children who stayed in hospitals could play and meet each other. The software consisted of a 3D-engine, a world map and playing characters. Marcel's contribution to the project was the realization of the spoken communication in the game. This meant C++ programming with tcp/ip and the use of sound compression and DirectX (directSound). ·                Macr ## Area of Expertise **Telecom, Billing Unix, C, C++, ARBOR, Arbor API programming,SQL, NT 4.0 & windows 2000, SYBASE stored procedures, Shell Scripts, Oracle PL/SQL, Powerbuilder, Infomaker, MS SQL SERVER, smartcards, MySQL, Visual C++, Perl, webservices, LDAP, DataStage, ETL, Java**
