Victor did the job satisfactorily, he is well qualified and knows what he is doing when it comes to css. I found him extremely annoying to work with though. He kept sending me emails saying he was finished. I would identify 4 things where he had not met requirements, he would fix one thing and then send me another email saying it was finished, hence the frustration. I don't know why he would not read and check the emails and requirements over carefully. It ended up taking about 5 days to do a one day job. He was also unable to have the menu centred on the top level as I requested. I now need to do some research to figure out how to do it myself. The top level had to be centered while the sub menu had to be aligned to the left. I will not be working with Victor again in the future.
