80$ flat fee, Take interactive banner/header and make it responsive to my specifications depending on screen size.

Hello! So I have this banner which was created mostly using Adobe Edge Animate. In the banner contains the Logo and navigation, if you click the spinning gears in the navigation area the navigation and logo animate to the left and the login pops up.

I have two links with the banner I describe above. Link1 is the banner in fullsize, link2 is the banner set to fit the screen size.

Right now the responsive version (link2) is not working well because the navigation and login features become un-usable because they are too small.

Instead, I would like the sides to come in as it slowly reisizes while centering the logo and navigation only resizing to the point where it doesn't become blurry.

I am also open to suggestions and appreciate any input. This job is for 80$ and the price is none negotiable and all I am able to offer. Only people who bid for 80$ and really seem like they understand what im trying to accomplish will be considered.
