Need letter from Lawyer demanding return of remaining deposit

My landlord is withholding a portion of my deposit, despite me holding up on all of my responsibilities as a tenant. I had the lawn mowed and watered regularly with receipts to prove it. I cleaned every inch of the house, even using professional grade carpet cleaners upon move out. I even replaced the old, unsafe deck in the back yard, with a brand new, custom one, entirely out of pocket, because she refused to do it herself. (I had her blessing to do this in writing.) The landlord also had me leave on the water and gas so she could have tests run and could sell the house. (I had to turn the water back on and repay a fee with the city). This was before I got a status update on my deposit, so I felt forced to do it in order to receive my full deposit. Landlord agreed to pay the fees and bills for this. The housing manager approved of the final result of my cleaning and yard work and landlord said someone made and offer on the house that they were accepting and everything looked good, so she'd return full deposit. Fast forward a few weeks, she returns my deposit minus $250 for cleaning and yard fees. She had the yard redone and house recleaned, as a seller, not as our landlord. She's now trying to withhold a portion of the water and gas bill for a broken microwave, that was broken when we moved in. The housing manager was previously aware of it, but we are being held liable for it. I need a letter with legal jargon demanding the remaining $250 and full cost of the water and gas bills, and listing reasons why I am legally entitled to it.
