The conversion from wired voice communications to wireless led to the rapid development of wireless communication companies attempting to meet the need. While those companies have substantially been able to meet demand and do so with a quality of service (QoS) high enough to meet most consumer demands, the more recent demand for wireless data transfer, in addition to wireless voice communication, has placed significant stress on the infrastructure and began to translate into increased QoS issues. As a result, many wireless providers are scrambling to meet that demand. However, most are ill-equipped to determine how to prioritise expansion decisions and optimise costs to ensure customer satisfaction and optimal profitability. To assist in that decision-making process, this research uses an ID3 algorithm to develop a management revenue model. That model determines the best course of network optimisation with the primary criteria being customer willingness to pay for improved service and quality. Criteria included in the decision-making process relate to correlation of network faults, budget schemes, pricing strategy and revenue analysis for specific geographic locations. Using data mining techniques including the machine learning algorithm c4.5 and WEKA tools, the model classifies optimisation criteria to support the most efficient system optimisation decisions, helping managers troubleshoot towers and base stations in need of modification. The final analysis seeks to help wireless providers determine which QoS factors should be addressed first and at which locations.
