AWS-Hosted Single-Page Web Application Skeleton

I'm an experienced software architect looking for a developer to put in place the core elements of a web-based single page application I would like built while I work on some of the proprietary algorithms and data models at the back-end. Although the initial goal will be for me to complete the site myself at a later point I would also consider retaining the freelancer to continue work on a component by component basis in the future although an NDA might become necessary at that point. For now the goal is build a web application that can be hosted on AWS, prob EC2. The UI should be built using React and Materialize CSS. The database can be whatever you want although DynamoDB feels right. Data should be stored and transferred as JSON via REST. There will be two core JSON objects that are used for displaying user to the user plus other JSON types for master/reference data. Authentication and authorisation will be via Auth0. Two roles are required for User and Admin. Web site layout will be for a conventional design with centred block with a floating toolbar and whitespace on either side. Only very basic layout is needed. Colour scheme to be determined and handled separately. The login status should be reflected on the toolbar with a login button or a logged in status (see example image). There will be a floating, popup form using a multi-step wizard style to create one of the types of objects. Only basic JSON objects and form integration will be needed e.g. 2 or 3 properties for the time being. The more important requirement is to be able to persist and retrieve these stub JSON objects from the database and display them on the form. Content to be displayed on the site will be for one or other of the two core JSON objects as paginated lists e.g. News menu option should display a list of 'News' JSON objects retrieved from the database and appropriately formatted (see example images) with a drill-through to a more detailed view. It should display a small number of items with a pagination option. Application should be capable of being run locally for testing and further dev. A set of clear tests can be defined to ensure that the deliverables are well understood and defined. AWS aspect can be handled by me if that's overly complex for now.
