Developing a ASP.NET website to the next level

In this task, I want to get the website ready enough to start charging the users for fees. This website is a research tool, researchers develop surveys, send survey hyperlinks to potential survey-takers. Then survey-takers take the survey, while the website records their responses. The responses can be exported to Excel for researcher. This is the scenario. However, some interfaces should be improved.
1) There are a couple of tiny bugs for sure which need to be resolved.
2) Beyond that, I want to charge users (researchers) for creating surveys: $50 for each survey. They can create as many surveys as they want.
3) The VQCloud section (similar to Google Drive or One Drive) needs substantial improvements. I need this to be developed to a very good stage, that people upload their filed in a cloud (as an administer I want to have access to their clouds as well).
4) The Message Center, should be developed to a stage that acts smoothly, like sending and receiving messages between all those who registered on the website. It should look and work much better than now.
5) Creating questionnaires from the back end and how it resembles to the survey-takers should also be improved.
For this, I can screen share and discuss the current status of the project. My budget for all is $350 and non-negotiable.
