We need to program a property management tool for a recruitment business in England. This business hires people from other countries and provides them with housing in properties either owned or rented by the business. The business also provides the employees with group bus transport to and from work. Every property has a specific capacity in terms of number of people able to live in it and the number of people living in it. In addition there are associated costs and other activities that relate to each property. The core of the system will be the Properties, the Internal Users, the Employees (residents of the houses), Relations (Commercial Entities with whom the client company has a relationship) and Contacts (people who work at or for Relations). There will be additional layers that will wither record content or enable functionality respectively act as reference information. Also there will need to be an administrative section for setup and configuration of various system parameters. The system will require a reporting feature that is relatively dynamic using various parameters and filters (to be provided) to allow for essentially any primary or secondary component of the system to be reported upon. The reports generated should allow drill downs of primary parameters et al. This sounds more complicated than it is and will be explained to the successful candidate. The system should be a web-based application accessed by users with a username and password. Each user will also have a profile in which their access rights are determined. The project has three phases. Phase 1: Property Management and Capacity Planning, Phase 2: Shift Planning, and Phase 3: Transport Planning respectively simple Timesheet Filing Phase 1 is about being able to configure employees, relations, contacts and properties, adding activities, tasks and events to properties such as gas or electricity meter reading, registration of related invoices that have been received, setting alerts to trigger reminders with regard to various items such as invoice payment, employee contract expiry et al, and reporting on everything from Properties, Property Capacity, Costs, Alerts et al. Phase 2 is about being able to input the work requirements of the business' clients (clients are stored as Relations) in terms of the number of FTE's per shift et al that the client requires. Subsequently employees will be able to be assigned to these clients. Employees and shift requirements will be able to be cross-referenced by skill sets that describe the skills required of the job and the skills the employees possess. Shift requirements would be set up and configured as a ticket or a project or whatever (the name is not important at this stage) Reporting will be expanded to allow for this feature including drill downs. Phase 3 is about automatically transport scheduling and generating reports and alerts for transportation requirements. Transportation requirements include the shuttle bus to and from the various properties respectively work locations as well as possible airport pick-ups or drop-offs and other pendle transportation needs. In addition, this phase will make it possible for simple timesheets to be input for each employee and internal user. The capability to import various types of data must be possible. Imports will be via a user friendly and intuitive interface. Possible areas for import will include all fields in Relations, Contacts, Employees, Tasks, Events, Properties, Costs, Internal Users et al. Also a simple export functionality ill be required to enable the data to be exported and stored offline in case of disaster. Here is a brief summary of the instructions governing implementation. • The system must function and appear identically with all major browsers (Firefox, Internet Explorer, Netscape, other Mozilla based browsers) • The whole setup, style, etc must be controlled by CSS • The data must be stored in a MSSQL or MySQL Database • The system must be programmed in C#/ASP.NET. • Ownership of the source is transferred to us as each stage is completed. Components will be provided for inspection and review throughout the programming respectively upon request. • The site must be designed to work within a screen resolution of 1024x768 • The interface must be designed for functionality and not fancy looks. • The interface must have a logical tab and field order • A drop menu option should be able to be selected by typing a letter on the keyboard whereby the selected option within the drop menu will advance to the next relevant option available in the drop menu. When typing more than one letter in a drop menu to select an option the system should advance the option selection based on the concatenated letter string and not consider every keystroke to be an individual letter on which to base the option selection anew. • Upon completion an operational and admin manual/documentation must be supplied. • Delivery time all three phases three to four weeks o Delivery time Phase 1: one to two weeks o Delivery time Phase 2: maximum one week o Delivery time Phase 3: maximum one week • We will provide a Visio file with the basic tables' configuration. This will form the basis of the project but will most likely be tweaked as we progress with the successful candidate. Initially we will supply the table for Phase 1. • We will supply a basic design layout as an example of how the application interface should look. If no better ideas are presented we may stick with the layout we send as the example. We require bids that can meet this time frame and that cover the entire project. Failure to complete in the timeframe will incur penalties. Only serious bids will be considered.
