Simple Dynamic Site Update

I need a simple script built which will do the following:

Log in

Administer Users

Add/Edit News items

Please see attached document which will explain everything in much more detail.

Please reply ASAP. I need this done quickly.

Please send similar project or sample site if you have something already set up.
