Create a simple DXF file from a drawing

I have a 2D drawing currently as a pdf (see attached) that I need turned into an accurate DXF file so I can open in cad. Its basically a rectangle with a heap of holes. Needs to be 100% accurate as its fitting over an existing table. All the measurements are provided and it is not difficult...just a bit repetitive.
