Electrical SLD and layout for a Solar Power Plant

I have SLD (attached) for a solar power plant which needs to be generated in AutoCAD using the attached sample title block. We are also intending to develop a plan view with details for the plant. I need an electrical designer with a mastering experience in AutoCAD to re-develop the attached SLD by redrawing it on AutoCAD with some modifications and to help developing the master plan. The changes to be implemented on the SLD needs to be verbally conducted to the designer for implementation. Further, the title block might need to be regenerated in larger format to accommodate the SLD and master plan (2 separate drawings). The title block needs to be on Paper Space (unlike the one attached). The designer must understand and speak English properly since most of our communications will be via Skype. Please bid if you have the experience in developing such type of documents and the ability to provide a competent presentation of the information.
