Interactive Floor Plan Software Development Required

We have a need for some software that will allow us to create interactive floor plans for real estate. We need a stand alone application that will run on Vista. We need to be able to insert an image of a house floor plan. We then need to be able to insert buttons onto the plan that link to images. For example each room in the house will have a button(s) or logo that can be clicked to show an image(s). An example of similar output we desire is [login to view URL] The software needs to be able to output this information as a flash or SWF file so it can be hosted on a clients server with all the capabilities that the aforementioned example has and be able to be customized for different clients and different real estate. Basically we can currently create this using Macromedia flash, however we want a simpler way to do it in a wizard or drag and drop format.
