Export And Import MS SQL to mysql

We need a client application to Extract SQL Server databases and encrypt it. Then the server application will need to decrypt and import them to a single mysql database. The application should not be required for installation (no-installation) and compatible for for various windows versions. Detail will be provided, and you will need to explain what programming language you'll use and what type of encryption, also it must support web service for sending the encrypted file (will be used if the client databases have internet connection).
